Job Purpose

To coordinate and manage the Procurement and supply chain activities of the District Health Office Islamabad, ensuring timely, efficient, and cost-effective delivery of health commodities and services

Key Outcomes Jobs / Responsibilities

  1. Collaborating with relevant stakeholders to improve coordination and communication within the supply chain.
  2. Conducting a comprehensive assessment of the district health department's current procurement and supply chain management processes.
  3. Develop and implement strategies to streamline and optimize procurement processes.
  4. Providing technical support in preparing tender documents, bid evaluation, and contract management.
  5. Conducting training sessions and workshops for district health department staff on procurement and supply chain management.
  6. Advising on adopting modern technologies for inventory management and tracking.
  7. Monitoring and evaluating the implementation of procurement and supply chain initiatives.
  8. Develop reports on the Supply Chain & Logistics and monitor the situation regularly.
  9. Contribute to Supplies planning, forecasting and quantification, Supplies handling and storage, Supplies transportation, and LMIS (Logistics Management Information System).
  10. Contributing to the required health logistics system analysis.
  11. Facilitate Procurement & Supply Chain TWG and core committee consultations.
  12. Contribute to the deliberations organized by UHC Unit Directorate of Health and the Ministry.
  13. Actively participate, maintain, and update the data required to assess procurement & supply chain management, cost-effectiveness, and budget impact of the UHC BP of Pakistan.
  14. Contribute to the write-up related to the UHC benefit package of Pakistan.
  15. Contribute to the implementation of the monitoring and evaluation framework and implementation interventions for the UHC BP of Pakistan.
  16. Facilitate internal and external performance audit of Directorate of Health.
  17. Presentations, briefs, concept notes, talking points, minutes of meeting, workshop reports etc.
  18. Coordination and liaison for meetings/workshops conducted by Directorate of Health with support of development partners and participate in planning and organizing relevant meetings, seminars, and conferences.
  19. Contribute different reports produced by the Directorate of Health and the Ministry. 

Education & Work Experience

  • Minimum bachelor’s degree in supply chain management, Procurement, or related field.
  • Five years of Hands-on experience in Procurement and supply chain management.
  • Knowledge of Procurement laws, regulations, and guidelines.
  • Excellent verbal and written communication skills.

Minimally Required Job Specific Competencies

  • Purchase of Commodities: Foundational knowledge of the purchase of commodities, computer hardware and software, materials equipment, services and/or supplies.
  • Procurement Process: Advanced knowledge of the procurement process.
  • PC Applications: Foundational knowledge of purchasing applications.
  • Vendor Relations Management: Ability to maintain relationships with vendors

Minimally Required Organizational Competencies:

  • Software Applications: Foundational knowledge of MS Office products, including MS Word, Excel, Outlook, and PowerPoint.
  • Languages: Advanced writing and speaking skills using local language and English language.
  • Communication: Advanced oral and written communication skills. Advanced knowledge of report writing.
  • Influencing and Customer Service Skills: Advanced influencing and diplomacy skills. Advanced customer service skills.
  • Organization, Planning and Multi-tasking: Advanced organizational and planning skills, project planning and management skills. Proven ability to set priorities, meet deadlines and multi-task with minimal supervision.
